- **Performance:** removed duplicated skill catalog content from Kilo Core prompts to reduce request size while keeping lazy skill loading.
- **Compatibility:** replaced internal and override-only IntelliJ API usage with verifier-safe public API paths to unblock JetBrains release verification.
