Gemini CLI v0.52.0-preview.0: file-write correction bypass for JSON/notebooks, plan-mode relative paths

Preview release of Gemini CLI, mostly fixes plus internal CI/triage tooling. Relevant to users: write_file and replace no longer run LLM correction on JSON and IPYNB files, plan mode's write policy now handles relative paths, and quota/tier errors carry clearer text.
