Gemini CLI nightly: evals report command, several core fixes

Nightly build adds a local report command and developer docs for evals. Core fixes resolve false model capacity exhaustion, Cloud Workstations OAuth proxy redirects, and a swallowed directory mismatch in IDE connections.
