Hermes Agent v0.10.0: Nous Tool Gateway bundles search, image gen, TTS and browser into the subscription

Paid Nous Portal subscribers can use web search, image generation, text-to-speech and browser automation through that subscription instead of holding separate API keys, with per-tool opt-in via use_gateway. The runtime prefers the gateway even when direct API keys are configured, and the hidden HERMES_ENABLE_NOUS_MANAGED_TOOLS env var is replaced by subscription-based detection.
