Hermes Agent v0.18.2: WhatsApp Baileys dependency unpinned

Same-day patch on v0.18.1 with a single change: the WhatsApp bridge now pulls Baileys from the published 7.0.0-rc13 npm release instead of a pinned git commit. Matters only if your installs or tagged-release Docker builds were failing on that dependency.
