Kilo Code JetBrains 7.0.8: context, skills and auto-approve settings

The JetBrains plugin gains settings pages for context controls, skills, and auto-approve permission rules, and moves @-mention file search onto Kilo Core so it matches CLI indexing. Relevant if you run Kilo Code in a JetBrains IDE and rely on approval behaviour or mention search.
