Oh My Pi v17.2.14: forceReasoningOff for OpenAI/Azure, externalThinking via think tool

Adds options to disable reasoning on OpenAI and Azure OpenAI models (forceReasoningOff, disableReasoning). Introduces externalThinking setting enabling private scratchpad reasoning via the new think tool in pi-coding-agent.
