Oh My Pi 17.2.9: Copilot model availability fix, streaming CPU optimization, MCP importer fixes

Fixes a critical Copilot integration issue where model-not-available 400 errors hit roughly half of turns for recently rolled-out models — now retried with a dedicated 8-attempt budget. Reduces streaming CPU usage by coalescing message_update deltas to one rebuild per ~33ms window. Fixes translated MCP importers (Claude Code, Cursor, etc.) silently dropping disabled server flags. Adds Ungoogled Chromium detection for the browser tool. Minor breaking rename: compareVersions→compareChangelogEntries.
