Pi 0.84.1: Qwen Token Plan provider, auth check, fullscreen selection

Adds Qwen Token Plan Individual as a built-in provider, a pi auth check command for credential preflight checks, and improved fullscreen TUI interaction (word/paragraph selection, half-page scrolling). Extension tool_call handlers can now terminate all-terminating batches without an extra model call.
