Roo Code 3.47.2: .agents/skills support, reasoning-signature fixes for Gemini and Bedrock Claude

Roo Code can now read skills from an .agents/skills directory. Two fixes restore round-tripping of reasoning/thinking signatures — Gemini thought signatures, broken by the AI SDK migration, and thinking signatures for Claude on Bedrock. Affects anyone sharing skills across harnesses or running reasoning models on those two providers.
