Claude Code 2.1.181: /config key=value, Apple Events entitlement, network-drive write fix

Large maintenance release with a handful of new settings and a long fix list. The notable fixes are file corruption on network/cloud-synced drives, prompt caching not applying on custom ANTHROPIC_BASE_URL and Foundry, and several startup hangs and crashes.
