Claude Code 2.1.211: prompt-caching billing regression fixed on Bedrock/Vertex/Mantle/Foundry

Fixes a caching regression that billed the trailing system context block as fresh input tokens on every request across Bedrock, Vertex, Mantle, and Foundry. Also adds subagent text forwarding to stream-json and moves "always allow" rules to the repository root so approvals survive worktree switches.

  • Vim mode s/S work in NORMAL mode; /usage-credits confirms before messaging org admins
  • Claude in Chrome: hardened file-upload path validation; save_to_disk on screenshots now actually writes the file and returns its path
