Codex CLI 0.146.0: thread forking, plugin manifests, and OpenAI-hosted release distribution

Stable Codex CLI release adding named and pinned sessions, forkable threads with paginated history, Agent Plugins manifests with extra marketplaces, and remote Code Mode over WebSocket. It also moves release artifacts and installer aliases to OpenAI-hosted infrastructure with a GitHub fallback, and lands a large sweep of proxy and MCP connection fixes.
