Devin: MCP from Devin's servers, Slack access defaults, Cascade scope controls

MCP tools now execute from Devin's servers rather than the session's remote machine. Slack channel access defaults to all public channels plus DMs, configurable per account. Enterprise Cascade setting becomes a scope choice (everywhere, JetBrains only, or disabled). Also adds redesigned Changes tab with persistent file tree, session sidebar improvements, approval progress in PR status bar, and opt-in public GitHub repo automation triggers.
