Gemini CLI 0.52.0: plan mode and write_file fixes, clearer quota and tier errors

Stable release, mostly fixes to file editing, plan mode path handling, and error messaging around Code Assist tiers and shared project quotas. Also lands the first modules of an internal caretaker triage/egress service and bumps google-auth-library to 10.9.0.
