Buzz v0.4.20: PR merge conflict recovery, inline diff comments, project git workflows, Agent Config Core

Desktop pull requests gain merge conflict recovery, inline diff comments, and commit-scoped review decisions. Project git workflows are completed with actionable missing-checkout notices and batched work item queries. Agent Config Core introduces a harness capability model behind agent config surfaces. Agent config flags are reduced to canonical behaviors with disclosure presets. Fuzzy onboarding cards and community profile onboarding are added. A rustls dependency is updated.
