Buzz v0.4.21: unified turn-timeout fix, CLI archive subcommands

Turn timeouts get a unified fix covering cap inheritance, steer renewal, activity-aware requeue, and LLM stall surfacing. The CLI gains archive/unarchive/archived subcommands for agents. Activity feed no longer shows channel UUIDs instead of message content. The draft store is scoped per workspace relay. Stall duration and fate are surfaced in the ACP and agent layers.
