Buzz v0.4.22: repository tag browsing, project branch management, rate-limit-aware relay

Users can browse immutable repository tags and manage project branches from the desktop. The CLI adds repository protection rule management. The relay client becomes rate-limit-aware for degraded network survival. Stale harness pins no longer shadow runtime edits — a Restart quick action is added. Model discovery failures are surfaced in the agent config UI.
