Buzz v0.4.23: per-(agent, community) harness startup, sign-out key backup

A harness is now spawned per (agent, community) pair at GUI startup with warm sockets and a lazy LLM pool. Sign-out is gated behind key backup and typed confirmation. GIF metadata is stripped before upload. Channel member names are refreshed from cache. Community profile setup is skipped for existing relay members. Sidebar chrome is unified across themes.
