Buzz v0.4.24: Windows console fixes, relay reconnection, drag-to-reorder community rail

Windows console flashes are suppressed and PATH clobber is fixed. Relay reconnection is fast-tracked and retried on failed initial dials. The community rail gains drag-to-reorder. Animated image uploads are sanitized. Observer panel gets eager archive hydration and 200-frame page support. Default relay auto-connect is gated behind a release flag.
