Warp: pr-comments skill, Kitty Keyboard Protocol, customisable toolbelt

Warp ships a built-in /pr-comments skill for GitHub PR review, adopts the Kitty Keyboard Protocol for better terminal key handling, and adds a customisable agent input toolbelt. 14 bug fixes and a batch of Oz updates round out the release.
